Pla Endreça
Pla Endreça’s main goals include putting public spaces in order while also responding to the city's needs for improvement:
- Reinforcing and expanding maintenance
- Ensuring proper use under shared responsibility
- Combating antisocial behaviour with authority
The plan includes interventions in regard to cleaning, maintaining urban furniture and inspections to reduce antisocial behaviour.
In regard to cleaning, we will be tripling resources for the inspection of cleaning services, reinforcing brigades in order to respond to incidents and acting in the areas that attract the most people.
At the same time, we are calling for shared responsibility and we are facilitating channels so people can tell us about any incidents. After all, the city is a shared space which we should all look after.
Initiatives in the Pla Endreça Barcelona
The Plan includes the following measures:
- Increasing weekly inspections to 1,800, compared to the current figure of 600, with the aim of ensuring that all contracted cleaning services are carried out properly.
- We will be monitoring this by using technology and a team of one hundred inspectors, to apply the improvements in real time.
- We are reinforcing neighbourhood brigades with new teams, in addition to the 25 existing teams, in order to respond more immediately to the requests of city residents. Three more teams will be added during the beach season.
- Once the implementation period for the new cleaning service has been completed, the inspections will involve a non-compliance fine, ranging from €400 to €2,400.
Metodologia del Pla Endreça Barcelona
El document que defineix el Pla Endreça Barcelona parteix d’una diagnosi de la situació actual de la ciutat des de tots els vessants, la recuperació econòmica post pandèmia, el mercat laboral, l’activitat empresarial, el turisme, el consum, l’habitatge, el transport públic i la mobilitat, la contaminació ambiental i l’espai públic.
Aquesta diagnosi permet tenir una visió global de la situació de la ciutat i de l’espai públic i, per tant, ha estat punt de partida indispensable per traçar el pla de forma transversal per als pròxims anys.
Calendari del manteniment
El Pla Endreça es desenvoluparà en tres fases:
Fase 1
Juliol - octubre 2023
Finalitzada
Es realitzen accions operatives immediates de neteja, manteniment del verd i paviment. S'augmenta la presència de la Guàrdia Urbana al carrer per augmentar la capacitat sancionadora en matèria de convivència. I alhora es posa en marxa una campanya comunicativa dirigida a la ciutadania.
Fase 2
Octubre 2023 - març 2024
Finalitzada
Es mantenen les accions a l'espai públic i s'inicien els tràmits per augmentar la capacitat sancionadora de l'Ordenança de Convivència. També es crea l'Oficina del Pla Endreça per a la governança del pla i els recursos.
Fase 3
A partir d'abril 2024
Fase actual
Desplegament dels plans de manteniment integral a tota la ciutat, amb reforç de la coordinació dels serveis i agents implicats, alhora que es fa una avaluació dels resultats.
